The true self, or Higher Self, also known as Atman (true self), is essentially quiet, and it doesn't appear much when the ego is making a lot of noise. When the ego, which is the surface consciousness, becomes quiet, you first become aware of a "dormant" state in the consciousness deep within your chest.
The ego stands on the shore of a lake, looking at the Higher Self (or Atman, true self), which is the consciousness of the lake. The consciousness of the Higher Self is initially felt as a simple "ripple" in the lake. It's as if a slight breeze is blowing, causing the surface of the lake to ripple. In the same way, the consciousness of the Higher Self is felt as a "dormant" state.
The consciousness of the Higher Self may move occasionally, or it may not. It is generally quiet, and most of the time, it simply observes and remains silent.
On the other hand, the ego, which is the conscious mind, is constantly moving. However, there are times when the Higher Self initiates contact.
In reality, the contact, intention, or communication from the Higher Self is quite independent of the ego's activity. Whether the ego is active or not, the intention of the Higher Self enters.
However, it is especially noticeable when the ego is not active.
In reality, there are times when the ego's activity and the Higher Self's intention coincide, and even then, you can become aware of it. However, when you are not yet familiar with it, especially when meditation is not progressing much, you may not be able to fully understand the content even when the timing coincides. In the beginning, it is easier to hear the voice (intention) of the Higher Self when the ego is not active.
When the Higher Self speaks, you should stop the ego's activity and listen to the voice of the Higher Self. This is essentially the same as turning your attention to the speaker when someone speaks to you in normal social life.
However, there is also a saying that the Higher Self is not just a being that simply speaks to you; it can also become more proactive.
As meditation progresses and the ego is purified and becomes quiet, there will eventually come a time when the subject shifts from the ego to the Higher Self. Neither disappears, and both are necessary for living a social life, but the subject is switched.
It seems to me that it is not as if the higher self forcibly takes over, but rather that both parties agree, and especially when the ego becomes quiet, it is a stage where the true self, the higher self, is given the authority to lead.
