There are areas that each one is mainly responsible for, but from the perspective of the gods, it's essentially the same. The responsibilities assigned at that time not only involve inspiring humans based on the state of the gods, but also extend to things like someone being reincarnated and becoming a king to lead a country.
Therefore, for example, a Roman emperor might be reincarnated as a Chinese emperor. From the perspective of the gods, Europe and China are essentially the same.
Basically, the gods are a unified entity, but from the perspective of humans, or even from the perspective of extraterrestrials, their intentions are different. There are humans with good intentions, humans with malicious intentions, and humans who are trying to use others.
Extraterrestrials are generally more spiritually advanced than humans, but there are also some barbaric extraterrestrials, so it's important to be aware of that. However, there are many extraterrestrials, so there's not much to be afraid of. Basically, Earth is protected from space... saying that might be misleading, but there is a non-interference law in the universe, which guarantees the freedom of planets. Therefore, except for situations where Earth is about to be destroyed, extraterrestrials will not visit Earth.
However, from the perspective of extraterrestrials, Earth's help may be needed to prevent the extinction of their own species, and this contact with Earth may appear to humans as an invasion. But, basically, the non-interference law applies, so there's not much to worry about.

Because there is such a god who oversees and manages the Earth as a whole, from the perspective of the god, there is not much difference between Europe and China. China is relatively failing, but from the god's perspective, China is not inherently evil, and the god is thinking about how to change it into a better world.

Indeed, when looking at the people of China, it is true that governance and education are not going well, and the peaceful world that the god envisions has not been realized. However, China is not the embodiment of evil, and the problems that have arisen are due to problems on the human side. The god is working to make China move in a better direction and become peaceful, and to resolve issues such as those in Xinjiang and Tibet. If it completely fails, it could lead to war or genocide, but that is not the god's intention. It is the result of failed governance and human rampage, which leads to such destruction.
This is not about whether Japan should passively submit to Chinese rule. Whether the people living in that region can live a happy life as desired by the gods is what is important. Therefore, in that sense, Chinese rule over Japan is currently undesirable. However, there is not much emphasis on who rules, but rather on whether the people living in that region can live a happy life as desired by the gods.
