Is God wondering whether to cause an earthquake?

If houses were as vulnerable as they used to be, and if there were such severe damages, I think the gods would have already caused an earthquake. Recently, we have developed earthquake-resistant structures and seismic isolation structures. Originally, I wanted to cause an earthquake that would affect everyone equally, but if only the wealthy people living in buildings with seismic isolation structures are spared from the damage, it becomes a situation where I have to hesitate about causing an earthquake.

In a parallel world, I have conducted several experiments, trying a minor earthquake directly beneath the Kanto region, a slightly stronger pattern, and an even more powerful earthquake directly beneath the Kanto region. However, it takes a considerable amount of shaking to cause buildings with seismic isolation structures to collapse. If that happens, the damage in the city center would be quite severe, and it would deviate from the intention of awakening people.

Originally, earthquakes and disasters were used by the gods to warn people against complacency. The level of an earthquake that a god intends to destroy something is quite different from an earthquake intended to warn.

When a god intends to destroy something, the land itself may disappear, like Atlantis. On the other hand, in the case of Japan, the earthquake is meant to warn, so it doesn't necessarily have to be a major earthquake. However, I want to avoid a situation where the wealthy people, who I especially want to awaken spiritually, are not affected and do not receive any damage, and that the damage actually encourages them further.

Therefore, the gods are holding back, or rather, they thought that a moderate shaking would be sufficient, which is why it has been a relatively minor earthquake so far. However, recently, humans have started to misunderstand and think that "human ingenuity has overcome earthquakes." I think that's a bit too much. After all, humans live on the thin surface of the Earth, so they cannot go against nature. However, they don't seem to understand that.

However, even if the gods have intentions, there are also three-dimensional movements of the Earth's continental plates, so earthquakes will occur naturally. That is the natural progression of events, and earthquakes that should occur will occur, such as the Great Kanto Earthquake or the Tokai Earthquake.
